  • Douglas J. Bacher


    Douglas J. Bacher is a Principal at NW Financial. Mr. Bacher has over 35 years of government and finance experience that includes over 25 years in the public finance industry and 10 years in municipal and authority government management.  Mr. Bacher is a partner at the NW Financial Group and before joining the firm, Mr. Bacher was a partner at both Public Financial Management and one of the founding partners of the Acacia Financial Group.

    Mr. Bacher provides financial advisory services and investment banking services State, county, regional and local governments. Services provided include capital debt planning; debt structuring and issuance; redevelopment project impact analysis and consulting; renewable and sustainable energy project analysis and financing; credit and rating agency strategies; budget and management consulting; tax and user rate analysis and strategies; privatization; and “pooled” multi-government financings. 

    Having served in government management has given Mr. Bacher a valuable perspective and understanding that is unique to the industry. His government management experience includes having served as the Executive Director to the Gloucester County Improvement Authority, the Business Administrator of the Stony Brook Regional Sewerage Authority and as Assistant Township Administrator of Princeton, New Jersey. This experience has provided Mr. Bacher with an understanding of the issues and problems that local governments face in today’s challenging political and fiscal environment.

    Mr. Bacher carries FINRA Series 50, 52 and 63 securities licenses. He has provided expert testimony for governments regarding fee and rate making before the State Board of Public Utilities for solid waste and water facilities and for governments in connection with labor contracts and negotiations.

    Mr. Bacher is active in National and State professional trade organizations and associations and is the Past President of both the New Jersey Improvement Authority Association and the Business Associates of the New Jersey Association of School Business Administrators.
