Now that the much publicized sale of the Chicago Skyway at what seemed to be an astronomical price to foreign buyers has been followed by the sale of the Indiana Toll Road to the same buying group, it is time to review the details of the Skyway transaction and evaluate its benefits, costs, risks and, in retrospect, other options that would have achieved the same results.
