Elizabeth R. Tutrone joined NW Financial in 2005 and serves as Assistant Vice President supporting the public finance team.

Ms. Tutrone acts as Financial Advisor to the City of Newark, providing essential financial insight for various financial matters. Ms. Tutrone has worked with the City to prepare a ratings presentation to Moody’s Investor Services, in addition to various transaction-related advisory work. Ms. Tutrone has created various debt structuring scenarios, prepared Local Finance Board applications and transaction documents, evaluated underwriter proposals and coordinated transactions from start to finish.

As a licensed Municipal Securities Representative, Ms. Tutrone provides various underwriting services for the firm, including financial modeling and analysis for tax-exempt issuers, while working with the project teams to ensure accurate and timely execution of projects and transactions. Ms. Tutrone has worked with clients such as the City of Newark, Great Meadows Board of Education, Monroe Municipal Utilities Authority, Middlesex County Improvement Authority, Camden County Improvement Authority and Essex County Improvement Authority.

Along with financial advisory and underwriting, Ms. Tutrone has experience working on specialized financial consulting projects. Ms. Tutrone is currently serving as lead to the project team member coordinating the Township of Hillside’s Urban Enterprise Zonea Revolving Loan Pool Program. In addition to coordinating the creation of the Program, she works closely with the Township’s UEZ evaluating applicants and underwriting approved loans.

Additionally, Ms. Tutrone is involved in the firm’s affordable housing efforts, playing a crucial role in providing Management Assessment Reports for Public Housing Authorities applying for the U.S. Department of Housing and Urban Development Capital Fund Leveraging Program. Ms. Tutrone has assisted in the preparation of the Management Assessment Reports for Public Housing Authorities in New Jersey, New York, California, Colorado, and Tennessee.

Ms. Tutrone graduated from Villanova University with a Bachelor of Science degree in Finance and International Business.
